Title
Promotion of Cassava Commercialization for Sustainable Economic Growth, Food Security, and Poverty Reduction
Goal
The Initiative aims at contributing towards sustainable economic development through cassava production and commercialization by promoting strategic partnerships along cassava value chains Purpose
Following the NEPAD CAADP pillars, PACI will identify priority local, national and regional initiatives, primarily to increase cassava production and commercialization. Emphasis will be placed on providing efficient and effective coordination, networking and communication strategies, capable of responding to market demands and developing projects to address the priority issues determined by the National Task Forces taking advantage of on-going initiatives and responding to the Millennium Development Goals (MDGs). Description
a) Set up NEPAD/IITA PACI Facilitation Unit by 2006; b) Facilitate market-led technology development and deployment; c) Improve information management and sharing among cassava stakeholders; d) Identify and promote priority cassava value chain activities in feed, food and raw materials in key WKKF countries, and in East, West and Central Africa; e) Develop proposals to support specific commodity associations as in appendix 3; f) Facilitate policy reforms that will promote cassava utilization in at least countries; g) Stimulate private sector development to enhance value addition and market growth through conducting market led research addressing specific needs; and h) Promote networking among Kellogg countries and other countries in Southern, East, Central and West Africa. Potential impacts/potential beneficiaries
The NEPAD/IITA PACI will cover most sub-Saharan African countries; however this will be gradually done. In Southern Africa the project will first be operational in the WKKF supported countries focusing on Malawi, Zimbabwe, and Mozambique. Later, the other WKKF countries, Swaziland, Lesotho, South Africa, and Botswana may benefit from the regional trade of cassava products from the cassava producing countries in which the project is operational. The same approach will be followed in East, Central and West Africa where few key countries will be selected and where later the number of participating countries will be gradually increased based on prioritization by the NEPAD PACI coordinator and NCAC. Expected results
a) Improved household food and income security for the resource poor households. b) Increased volumes and a wider range of processed cassava products sold on niche, national and regional markets. c) Increased economic growth due to reduced importation of starch products, biofuel, and livestock feed. d) Increased adoption of improved technologies. e) Resource poor households contributing to food output and are in control of their own food security through sustainable cassava field storage systems thereby providing safety net to mitigate food insecurity. 5 f) More money available for research in the national programs. g) NEPAD/CAADP objectives achieved and progress made towards achieving the MDGs.
