Introduction
The Germplasm Unit is a plant health organ in all the IARCs, with the responsibility of implementing the
- International Plant Protection Convention (IPPC)
- Inter African Phytosanitary Council (IAPSC)
- NPPOs regulations
- and all IARCs recommendations.
IPPC recommended in August 1993 at Montreal that all germplasm health scientists from the IARCs should take adequate measures to reduce the risk of pest spread with germplasm exchange
The unit of each centre should issue a Germplasm Health Statement and the host country, import permits and Phytosanitary Certificates.
Objectives
- Primarily as a facilitator of germplasm movement
- Ensure the production of good quality and healthy plants by intercepting and guarding against the introduction of exotic seed borne pests or races of pathogens
- Prevent the international spread of these pests to Pest Free Areas (PFA) of the collaborating countries
Activities
- Service
- Inspect and certify crops in field, screenhouse, and containment for multiplication, regeneration, post-entry crop certification, and pre-shipment certification
- Perform diagnostic tests on plant/seed samples (in collaboration with Virology) and perform plant/seed treatments
- Provide information on the origin of the germplasm, a list of target pests of the germplasm for which they were inspected or tested, and any treatments applied on the consignment while in the field and/or post-harvest
- Obtain import and export documents from the national plant quarantine services (PQS).
- Register all import and export consignments at PQS, deliver and collect consignments
- Provide diagnostic services to all IITA Scientists and Scientists from other Centers located within the IITA stations.
- Assist Genetic Resource Unit to health test rejuvenated germplasm material grown in the screenhouses
- Enhance the acceptance of germplasm material derived from IITA mandate crops by providing quick detection and timely reporting of pests on germplasm material destined for international distribution

The unit conducts some research in order to determine
- Pathogenicity of symptoms observed in the fields,
- Characterization of symptoms
Seed treatments test for the control of seed- borne pathogens as requested by importing countries. - Pathogenic fungi and bacteria detected on export germplasm in the field and laboratory
- Efficacy and evaluation of various of fungicide for the eradication of microogarnisms on germplasm
- Setting tolerance levels for pathogen infection
- Identification and determination of causal organisms detected in the field
- Biology of seed borne pathogens
- Biocontrol of seed borne pathogens
- Determination of the nature of the propagule and transmission of seedborne fungi and bacteria
- Identification of PFAs for multiplication each mandate crop

- Guard against the introduction of exotic pests or new virulent forms of existing pests into countries where they do not presently occur.
- Help scientists to exchange plant materials safely by implementing IPPC, IAPSC, and IARC recommendations on plant health standards for the international exchange of germplasm.
- Ensure that germplasm consignments for export from, or imported to, IITA are neither infested nor infected by pests, in particularly those of quarantine importance.
- Implement import and export requirements of collaborating countries
- Phytosanitary certificates are obtained from the NPQS to cover lines/genotypes/ accessions etc crop types distributed to various countries world wide.
