Sheik Rogers is a Monitoring and Evaluation Specialist for ATASP-1 Outreach Program. Mr. Rogers, a Sierra Leonean, was until joining IITA Abuja Station a M&E Specialist with the West and Central African Council for Agricultural Research and Development (CORAF/WECARD) based in Dakar, Senegal where he was responsible for managing the results management framework of a multi-donor trust fund (MDTF) that financed sub-grant research and development projects in 20 countries in West and Central Africa. He received his B.Sc. Econ(Hons) and Post-Graduate Diploma in Population Studies and Social Statistics from Fourah Bay College, University of Sierra Leone in 1994 and 1995 respectively and, an M.A Economics from the University of Toledo, Ohio, United States of America in 2003. Between 2001 and 2006, he was Senior Statistician at Statistics Sierra Leone Statistics and Head of the Special Projects Analysis and Writing. Additionally, he served as Monitoring and Evaluation Manager, Decentralization Secretariat, Ministry of Local Government and Rural Development in Sierra Leone (2006 – 2012) and, Monitoring and Evaluation Officer of the West Africa Agricultural Productivity Programme, Sierra Leone (2012-2014). As M&E Manager of the Decentralization Programme in Sierra Leone, Sheik led the design and implementation of a Comprehensive Local Government Performance Assessment System (CLoGPAS) for Local Councils in Sierra Leone.
