Rosern, a Ugandan national, is the Head of Monitoring and Evaluation Unit. She has a Ph.D. in Development Sociology with Agricultural Economics and Program Evaluation from Cornell University, Ithaca, New York. (January 2001). She has twenty years of progressive working experience in policy and economic analysis on issues pertaining to African development. She has extensive experience in program monitoring, evaluation and learning (MEL) of development and research programs, including impact assessments skills geared towards poverty reduction.  She has worked as an Evaluation Advisor and/or Consultant with international development organizations such as the World Bank, the United Nations Development Programme (UNDP), United Nations Capital Development Fund (UNCDF), the U.S. Agency for International Development (USAID), the Bill and Melinda Gates Foundation (BMGF), and the International Institute for Tropical Agriculture (IITA).  She served as a Chief of Party for USAID-funded projects in Uganda, Tanzania and Ethiopia. She also served as UNDP’s Technical Advisor to the Government of Malawi. Most recently, Dr. Rwampororo was the Founder & President of a development consulting firm; i-Train & Evaluate Center (i-TEC),
