Marcus Olaniyi Ogunbiyi

Dr. Marcus Olaniyi OGUNBIYI, is the Permanent Secretary to the Federal Ministry of Agriculture and Food Security (FMAFS) in Nigeria. He is a seasoned and registered Agricultural Engineer who started his career in the Federal Civil Service of Nigeria in 1993. He was deployed to the Federal Ministry of Agriculture and Rural Development (FMARD), now Federal Ministry of Agriculture and Food Security (FMAFS) and worked extensively on the development, construction and promotion of on-farm crop storage and processing structures for grains, fruits, vegetables, fish and fish products between 1993 and 2008. Between 2008 and 2011, he worked in the Agro Processing and Marketing Department of the defunct National Food Reserve Agency, NFRA, and later in the Agribusiness and Market Development Department of the then Federal Ministry of Agriculture and Rural Development. Dr. Marcus Ogunbiyi rose and attained the position of Director, Agricultural Engineering with effect from 1st January, 2018.

Dr. Ogunbiyi studied Agricultural Engineering and Mechanization at the Federal University of Technology, Akure, Nigeria and graduated with a Bachelor of Technology (BTech) degree in 1988. He also obtained a Master of Science (MSc) degree in Agricultural Engineering from Obafemi Awolowo University, Ile Ife, Nigeria in 1992; Master of Agriculture (MAgric) degree in Agro Bioresources Sciences and Technology from the University of Tsukuba, Tsukuba-shi, Japan in 2011 and Doctor of Philosophy (PhD) degree in Crop Storage and Processing from the Federal University of Technology, Minna, Nigeria in 2019.

Dr. Ogunbiyi attended several courses in agriculture and agricultural development among which are: Sustainable Rural Development Course at the University of Tsukuba, Tsukuba-shi, Japan in 2011 with Internship programme at Kasetsart University, Bangkok, Thailand in 2011; Short course on Lost Harvest and Wasted Food at Wageningen University and Research (WUR), The Netherlands in 2018 and India-Africa Forum Summit III on Processing Machineries, Product Diversification and Entrepreneurship Development in Tuber Crops at ICAR-Central Tuber Crops Research Institute, Thiruvananthapuram, India 2018.

He successfully worked in various capacities and undertook many assignments during his career at the Federal Ministry of Agriculture and Rural Development.

Dr. Ogunbiyi has authored and published several scientific research papers in local and international journals, especially in rice production and processing. He is a Fellow of the Nigerian Society of Engineers (FNSE), Fellow of the Nigerian Institution of Agricultural Engineers (FNIAE) and duly registered with the Council for the Regulation of Engineering in Nigeria (COREN).

Dr. Ogunbiyi was appointed as Federal Permanent Secretary by President Muhammadu Buhari in June 2021 and deployed to the Career Management Office, Office of the Head of the Civil Service of the Federation. He served for two and half years as Permanent Secretary, Career Management Office and successfully drove the implementation of three of the six pillars of the Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSIP25).

He was redeployed to the Federal Ministry of Housing and Urban Development (FMHUD) in January 2024 as Pioneer Permanent Secretary and served for 12 months before being redeployed to the Federal Ministry of Agriculture and Food Security (FMAFS) where he is currently serving as the Permanent Secretary.
